Sidebar option — Aoife could enroll OSU + LBCC via Degree Partnership Program (concurrent enrollment) and split credits between the two campuses (15 mi apart). Lives in Oregon either way; LBCC primary saves on tuition, OSU primary unlocks OSU housing + meal plans. Not directly comparable to the four-year residential options, so excluded from main comparison and side-by-side table.
Linn-Benton CC
Albany, OR · ~5,500 · NWAC Roadrunners
OSU's primary mainland Degree Partnership Program (DPP) partner. 15 mi NE of Corvallis in Albany — students can ride the free Linn-Benton Loop bus between campuses, take classes at either, and access OSU dining + housing depending on primary partner status. Lower cost than OSU and better Pell-stretching for first two years.
The path: Apply to OSU + LBCC together via the Degree Partnership Program (concurrent enrollment). Take credits at either or both each term — they all flow onto the OSU transcript. Live in OSU housing (if primary at OSU) or off-campus in Albany / Corvallis.

view spec ↗DPP Housing Affordances
The single biggest difference between DPP and a normal CC enrollment is housing access. Cross-system housing eligibility hinges on which institution is marked as her primary partner.
| Primary partner | OSU UHDS housing eligible? | Typical setup |
|---|---|---|
| OSU | Yes — full UHDS access, including first-year halls | Live in McNary, Buxton, ILLC, etc. Ride Linn-Benton Loop bus to LBCC for classes (~25 min each way, free). |
| LBCC | No — UHDS halls are reserved for OSU-primary students | Rent off-campus in Albany (cheaper) or Corvallis. Or use Albany student-housing options near LBCC's main Albany campus. |
First-year live-on rule
OSU's first-year live-on requirement applies to DPP students who are first-time freshmen primary at OSU. Practical implication: if she enrolls fall 2026 as a DPP first-year with OSU as primary, she lives in OSU housing Year 1 — same as any direct OSU first-year. The DPP does not waive this.
Switching primary mid-degree
Switching from LBCC-primary to OSU-primary (or vice-versa) is allowed; paperwork goes through OSU Partnerships. A common pattern: LBCC primary Year 1 (live with family / cheaper Albany rent + tuition savings) → switch to OSU primary Year 2 (move into OSU housing, full UHDS access).
Confirm with OSU Transfer Admissions (541) 737-9472 that the switch retains DPP credit history.
DPP Dining Affordances
OSU's UHDS dining is open to DPP students who are primary at OSU — including the residential meal plans (Plan 4 → Plan 1, $3,000–$4,500/yr) and Orange Cash retail credits. LBCC-primary students stay pay-as-you-go at LBCC's Commons cafeteria and the Santiam Restaurant (run by LBCC's Culinary Arts program), with no formal access to UHDS halls except à-la-carte cash payment.
LBCC Culinary — Santiam Restaurant
LBCC's Culinary Arts program runs the Santiam Restaurant as a teaching kitchen, open to the public for lunch / dinner during the academic year. Modest prices, advance-order menus, real culinary-school ambition. Comparable in concept to Cabrillo's Pino Alto and Cuesta's old Pino Alto-style arrangements.
Orange Cash + Dining Dollars
OSU-primary DPP students get the same 20% / 15% Dining Dollars discount at residential halls that direct OSU students do. Orange Cash works at both UHDS retail outlets and many Corvallis off-campus restaurants that accept it. None of this carries over to LBCC's Commons.
Transfer Paths — LBCC → OSU
LBCC is the cleanest cost-saving path to an OSU degree. The Linn-Benton Loop bus removes the friction of 15 mi between campuses. Five practical patterns:
| Path | How it works |
|---|---|
| 1. Standard DPP | Apply to OSU + LBCC together. Primary at OSU. Live in OSU housing. Take some credits at LBCC for cost savings on lower-division GenEd. |
| 2. LBCC primary, switch later | Apply DPP with LBCC primary Year 1 (cheaper, can live cheaper in Albany). Year 2 switch primary to OSU, move into UHDS. |
| 3. LBCC alone, then transfer | Skip DPP. Two years at LBCC, A.A./A.S. degree, transfer to OSU as a junior — exempt from the 2-year live-on rule. |
| 4. Multi-partner DPP | Apply to OSU + KCC + LBCC. Year 1 KCC primary (Hawaiʻi). Switch to LBCC primary Year 2. Years 3–4 OSU only. |
| 5. WUE → OSU | Western Undergraduate Exchange — CA residents pay 150% of OR resident tuition at OSU. Stack with DPP for additional savings on the LBCC side. |
Mechanics to verify
- 10-term clock at OSU — does it count terms taken primarily at LBCC?
- Max 135 quarter credits transferable to an OSU bachelor's
- Pell Grant flows through primary partner only (one home school for aid)
- WUE applies only to OSU credits, not LBCC credits — DPP terms with no OSU enrollment lose the discount
- WUE eligibility is per-academic-year — don't lose it through a paperwork lapse
DPP Savings — detailed scenarios
DPP is not a discount. It's a joint-enrollment partnership. The actual savings come from three other levers: (1) cheap LBCC tuition for the CC years, (2) WUE awarded at OSU (~30% of CA applicants get it), and (3) the rare-but-decisive parent-moves-to-Oregon residency path. Below is what each scenario actually costs over four years, based on OSU's 2026-27 board-approved rates + 5%/yr forward escalation.
Five 4-year scenarios for a CA-resident student
| Scenario | 4-yr total | Saves vs S1 |
|---|---|---|
| S1. Direct OSU as OOS — baseline | $280,214 | — |
| S2. Direct OSU + WUE (if awarded, 4 yrs maintained) | $195,099 | $85,115 |
| S3. KCC bridge (Y1 KCC → Y2 LBCC → Y3-4 OSU OOS) | $216,578 | $63,636 |
| S4. LBCC bridge + parent moves to OR (Y3-4 OR resident) | $146,020 | $134,194 |
| S5. LBCC bridge alone (no residency conversion) | $209,026 | $71,188 |
Key facts that drive the math
- CA gets bordering-state tuition at LBCC automatically — $171.85/cr ≈ $7,733/yr. No DPP needed for this rate.
- OSU 2026-27 OOS tuition + fees: $42,459/yr. With Buxton + Plan 4 the full-OOS COA is ~$65k/yr.
- OSU resident 2026-27: $16,014/yr T&F · OOS $42,459/yr — that ~$26k/yr gap is where residency conversion pays.
- WUE = 1.5 × resident base ≈ $22,711/yr T&F — competitive (~30% award), renewable up to 4 years (12 terms), needs ≥6 OSU credits/term + OSU as home school.
- Oregon residency self-conversion is BLOCKED at full course load. OSU's 8-credit cap presumes terms with >8 credits are "for educational purpose" and don't count. Earliest reclassification: Spring 2028 if she takes ≤8 cr/term for 12 months — slows degree.
- Parent-moves-to-OR is the only fast residency path — 12 consecutive months of parent OR domicile, parent not a student. Then the dependent student qualifies for OR resident tuition at OSU.
What this means for Aoife
- If WUE is awarded (S2): direct OSU at $195k is cleaner than any DPP path that doesn't include a parent-move. WUE is the simplest big lever.
- If parent moves to OR (S4): LBCC bridge stacks beautifully — biggest absolute savings ($134k). But this is a major life decision, not a tuition tactic.
- If neither (S5): LBCC bridge still beats direct OOS by $71k — and beats S2 only if WUE is denied. Pick S5 over S3 because LBCC charges CA at bordering-state rate while KCC charges full non-resident.
- Avoid S3 (KCC bridge) for cost reasons unless Hawaiʻi is a non-financial priority. KCC penalizes CA students with full non-resident tuition + tourist-priced living.
